Previously set at £400, Fixed Penalty Notices (FPNs) for fly-tipping have now been raised by over a dozen boroughs. Some councils are also stepping up street patrols by environmental officers to catch offenders in the act.
According to new figures from the Department for Environment, Food & Rural Affairs (DEFRA), fly-tipping is more widespread in London than anywhere else in England – and it’s getting worse. Local authorities in England dealt with 1.15 million fly-tipping incidents in 2023–24, up 6% from the previous year.
A City-Wide Problem
Fly-tipping is defined as the illegal dumping of waste on land not licensed to receive. Not only is it a criminal offence under the Environmental Protection Act 1990, but also a costly one. Councils spend millions annually clearing up the mess, with large-scale tipping (such as lorry-loads) costing over £13 million in 2023–24 alone.
In London, councils that have raised fines to the maximum level include:
Bexley, Brent, Bromley, Camden, Ealing, Enfield, Hammersmith and Fulham, Harrow, Hillingdon, Kensington and Chelsea, Lewisham, Redbridge, Richmond, Southwark, Tower Hamlets, and Wandsworth.
